Any child, regardless of immigration status, is eligible for free primary and secondary education under a 1982 supreme court decision entitled Plyler vs Doe.
Beginning in 2002, nine states enacted legislation allowing alien students who graduate from state high school and have 2 to 3 years of residency apply and received in state tuition according to the Natl conference of State Legislature.
The nine states are TX, CA, IL, KS, NM, NY, OK, WA, and UT.

Yes, they've forged documents to obtain proof of residency. They steal social security numbers or otherwise falsify documents to get the things they need to register for school. The school sees the driver's license & utility bill and sees a valid address, so they never consider the person international and charge them the state tuition.

Did you know that even though they don't write properly (grammar and tense usage) Many University Professors give suspected undocumented students research papers a passing grade anyway? They claim that it's the content that is important, and not the actual writing...

unless you are not undocumented... THEN you get dinged for improper citations :-Þ

Did you know that Federal law says that if a school offers that, they are required to offer in state tuition to all students regardless of where they come from?

I had heard something about it, wasn't sure if it was really true or not. If it is true it makes no sense at all, but am I shocked unfortunately no.....

You are indeed correct and unlike one poster said they do not have forge documents to get this benefit.
