There is no way to answer that question because it depends on the woman's situation. If ALL of her paper work is in order, it could just take a month or two. But often the consulate puts the applicant on "administrative hold" for an indefinite period of time. They claim they are doing more investigation, but my opinion is they are just stonewalling. When I got a fiancee visa for my wife (not Lao), I finally had to write to my congressperson to ask for help in getting the consulate to quit delaying. A few weeks later, MAGIC, the visa was issued.
