I have a 2006 Honda Civic, I heard Seibon makes the best carbon fiber hood. Do I really need a hood pin?

Depending on the manufacturer of the hood, usually CF hoods are made with a different material(usually epoxy or fiberglass) as the skeleton(frame) of the hood, and then the shell is over it. Most manufacturers place the hood latch on the epoxy/skeleton of the hood which is fine if your hood is stronger than glue or fiberglass. I've seen many times where the hood flew up because the latch on the CF hood broke from the rest of the skeleton.

I have a carbon fiber hood on my car and you dont really HAVE to have hood pins they are more or less for show

if ur gonna 200mph + then yup get em ..but they are for show
