All dogs are going to shed some what. A Bishon Frise is a good type to Bichon Frise Breed Standard

General Appearance
The Bichon Frise is a small, sturdy, white powder puff of a dog whose merry temperament is evidenced by his plumed tail carried jauntily over the back and his dark-eyed inquisitive expression.
This is a breed that has no gross or incapacitating exaggerations and therefore there is no inherent reason for lack of balance or unsound movement.
Any deviation from the ideal described in the standard should be penalized to the extent of the deviation. Structural faults common to all breeds are as undesirable in the Bichon Frise as in any other breed, even though such faults may not be specifically mentioned in the standard.
Size, Proportion, Substance
Size Dogs and bitches 9½ to 11½ inches are to be given primary preference. Only where the comparative superiority of a specimen outside this range clearly justifies it should greater latitude be taken. In no case, however, should this latitude ever extend over 12 inches or under 9 inches. The minimum limits do not apply to puppies. Proportion--The body from the forward-most point of the chest to the point of rump is ¼ longer than the height at the withers. The body from the withers to lowest point of chest represents ½ the distance from withers to ground. Substance--Compact and of medium bone throughout; neither coarse nor fine.

I've had a couple of poodles they don't shed and only 1 of my 3 had health problems and that wasn't until he was 6 yrs old. They also don't smell as long as you use common since and don't just leave it outside or in a cage all the time also bathe regularly. But they can become one person dogs one of my toy poodles hated my husband and a friend of mine and would bite if they came any where near him.
All but 1 of mine was smart and learned easily. The 1 that wasn't smart suffered separation anxiety we think he actually came from a puppy mill. (my mom got him for me as a gift one year but she only seen 1 picture of him and never met the owners they had a friend of there's meet my mom).
Hope this helps a little as far as poodles go. But whatever you decide on you should look up some information on them first either on the Internet or in a book.

A puggle is small cute and sheds, but not as much as others... Beagles are adorable, as well as Jack Russells and both do not have shedding issues. You can also go down the road of a Pom and keep its hair shaved, making it look lion like... but - If I had a Pom - I would never shave its hair...
Go Pug/Puggle, Beagle or Jack Russell... all adorable and all pretty shed clean... and of course non smelly... You should check Petfinder.com for images and all kinds f mixes... when you find a dog-type you think you like... go and do a check on that kind of dog and see if it fits with your rules... Above all - a dog is a life-long responsibility... so choose wise and choose basically for the nect 15 years...

If you want a 'non-shedding' dog, get a Poodle. Any of the 'Poos' or 'oodles' (crossbreeds) have a 50/50 chance of shedding. The worst shedder I have ever seen was a Poodle cross.

The Native American Indian Dog (NAID) sheds only once a year in the spring time and the dog is hypoallerginic and has no dog smell to it.

I have a white schnauzer that I am crazy about. Toby is 2 years old, weighs 20 pounds (he's big for his breed) and doesn't shed. You can find out about white schnauzers at the link below.

Miniature Schnauzers shed the least, followed by the Poodle. Any pet will smell if you don't bathe and groom it properly.

Poodles, Shitzu's and maltese don't shed. Schnauzers are also a good breed. As long as they are bathed on a regular basis and their hair is kept brushed you will have a long happy life with any of them.
