It's very possible.
The girl should make the first move by striking up a conversation (not coming on too strong- just being friendly) . If he doesn't seem interested then, then I'd say he's not into her. However, a guy who likes a girl will definitely try to keep the conversation going. If all looks well, then the girl should feel free to ask the guy out (or give him her phone number or something along those lines).
I can definitely see really shy guys seemingly ignore someone they like because they don't know how to approach her.

some guys are so strong and brave until it comes to exactly this, then they turn to mush...and can't think and can't walk or talk...
and also they do not want to appear lost little puppy dogs that you can make do what ever you want....
but as you know me..
well that's another long story

I think it's because a guy don't know how to express themselves. I remember when I was young and I liked a girl. I would pick on her. Of course that did get me no where with the girl. Now I know better. I see a girl I like I tell them that they are lovely, beautiful. Have a pretty face. Kid width them. Make them laugh. I don't pick on them. I try to compliment them. It works a lot better then picking or ignoring them.

Wow, then that must mean a lot of guys like me, lol. I think it's because they want to say the perfect thing but aren't sure what the perferct thing to say is. And so on and so on. They put too much thought into trying to come off cool that they come off as aloof.

Maybe he has a very small ... um ... fireman? I like women all the time but I myself am too afraid they're gonna laugh if they end up having to see it. Maybe she is really intimidating. Maybe he thinks she's too smart, sexy, talented, experienced, wealthy, witty or all around good for him. I tend to like women who re too good for me. What WOULD I say to her?? "Hi, I'm Antny. I'm not gay. Promise."?

yes...avoides to start a friendship because he is afraid of being rejected. and in oppinion this kind of man is not a good partner for a passional and full of loving relationship.
sometimes this happens to girls too..............
