In some cases clothes maybe the issue, but that is not usually the case at all. A rapist is going to pick a woman who seems unaware of what is going on around her when she is alone in public. Examples, not looking around while she is walking, looking down at the sidewalk, talking on a cell phone, distracted with something cause I've seen people read while they walk. Pay attention to your surroundings, look around, side to side and behind you. Be aware who is near you. Have a confident stride when you walk. Head up, shoulders back, self assured walk. Don't stop and confront these people that are following you, just don't stop. I've used my car as a weapon when they approach my car while trying to get me to stop. Go into a place of business and ask to use their phone if you don't have a cell and tell whoever asks you why you're there, that you feel you're being followed. Usually they won't ask you to leave but instead ask to help you.
I can never stress to females enough the importance of always being aware of your surroundings should you have to walk alone and this is even true in walking in numbers. I know of an incident where four guys followed three 14 year old girls,caught them and tried raping them. If you must talk on the cell while walking use the earpiece so you are handsfree and can look ahead and around. To often people walking and talking on the cell will look downward for the most part since they are distracted with the conversation, and not paying attention to what's going on around them. Always, always be aware of who's around you and what is going on around you.

Stop wearing clothes that advertise you that way. Short skirts, low tops, and clothes that show off your body are made for one thing... to attract guys. Dress like a respectable woman and you will be treated like one.

Walk in groups. There is safety in numbers. Also, keep some pepper spray in your purse. Try to keep to crowded areas at night, and also talk (or pretend to talk) on your cellphone. People are less likely to try something if they know you're not alone.
