Well you could bring it up next time you "chat". Like, man you are up and about early in the morning! What are you doing? And you can say it jokingly. He'll ask what you mean and you can tell him that you heard him one AM and that it woke you up.
OR you could get a fan and crank it up loud so you don't hear anything other than the sound of the fan.

If it is a one time, or occasional thing, you will just have to accept it.
We had the same trouble when we lived in CA too. We slept with a noisy fan every night because we had totally rude neighbors who would party late regularly.
Do you think your neighbors were noisy intentionally? If they are definitely doing this to irritate you on a regular basis, then they are jerks who need to be talked to. But a word of warning, if they are jerks, they won't listen anyway, so it isn't worth your breath.
Maybe some night you will come home late and make more noise than normal, and they will have to suck it up.
This stuff happens in all neighborhoods. The only way to get out of it is to leave that LALA land and buy a farm in North Carolina where you won't have to worry about neighbors.

If that's her routine you can't really say anything. I leave for work at 6:30 am and due to the fact that I have toddlers, I usually have to be up at 4:30 or 5:00 to be out of the house on time.
My toddlers make lots of noise, and mornings can be a bit chaotic however, I can't do much about it. I imagine your neighbor can't either. It's not like we ENJOY being up that early, it's that we HAVE to be.
If any of my neighbors ever said to me that I begin my day "too early" I don't know how I would react. Some have parties and are up late, I don't say anything. I figure it's THEIR routine, and at home everyone has the right to do as they please.

If this is the first time they have made noise so early, I wouldn't make a big deal about it and risk having a sour relationship with your neighbor. Even if it happens only a few times a month it's not worth it. You mentioned that they were nice, so I doubt they are intentionally trying to disturb you. Maybe this was the only time they could get done what they were doing, who knows?

You can't say much if your neighbor is just making normal going to work noises. I have one who leaves for work at 4am. I think you should get a window fan if you can't afford an air conditioner.I would nicely ask your neighbor to be a little more quiet if he is shouting or talking loudly, however.

Get an air horn and everytime you hear them being loud just go outside and get about 5 feet away from them and BLOW the horn. Eventually they will obey and if not try plan B, Burn their house down so they won't live next to you.(you can't be a bad neighbor if they don't know it was you.) Hope I could help.

Don't complain. Get earplugs or just go back to sleep when he leaves. It is unlikely that he will always be so loud. If you complain, it might create a conflict. However, if it continues for a while ask him to keep it down. You have the right to do that. Just don't be rude or insulting. If he is a nice guy he will respect your sleep time>

If you are close with your neighbour.. like you talk etc.. Just ask him straight up! I had the same problem with our neighbours (I use to work nights and in the morning when I got home it was so hard to go to sleep, if I got stirred between 6am - 8am I wouldnt be able to get back to sleep) anyways our neighbours would get up on the weekend and do there yards etc.. but they would always wake me up, I felt really bad asking them as its the weekend, but I didnt know what else to do so why not try asking them if they wouldnt mind doing the mowing last instead of first and they were fine with it.. so maybe its something your neighbour will be able to do when he gets home from work?

If you have good relationship with your neighbor, just tell them politely. If they don't listen, call the cops.
If you have bad relationship with your neighbor, don't be polite and call the cops.
If they continue to be loud, start being louder and piss them off and keep calling the police. They will start getting fined by the county/city and they will stop eventually.

I might be that loud neighboor. hahaha I wake up to go to work at like 6ish .. and play music at a normal tone... but i get really paranoid i might be waking someone up. I would just knock on his door an mention it to him ... I would totally want to know if I was disturbing someone. Most humans are nice and understanding and just want to do that right thing. If he doesn't care... consider getting an airconditioning unit. Good luck!
