depends who you ask, but, as far as we can tell (officially) nope, so long as you dont get too close, and by too close I mean within an area that is marked as restricted.

also, microwave towers normally use communication dishes to beam the microwaves, there is very, very little emission outside the beam. Get in the way of the beam though and you can expect serious trouble.
