I agree with the freezer answer. Glass is not a true solid, and is affected by cold to stop behaving like a liquid. Freezing them will make the glass stop its molecualr movement, and change the surface tension. Oil or soapy water will only work if you get enough down between the layers.

Place ice in the inside glass and run hot tap water over the outside glass.

You'd think the hot would do it but that is actually how they got stuck together in the first place. Place some ice cubes in the inner glass and dip the outer glass in warm water. They will come apart very easily.

warm water
fill pan with warm water, dip them half way in (hold on to them), the heat will expand the outside glass faster than the inside glass...allowing it to seprate.
If you allow water in the inner glass it wont work

Try immersing them in soapy water for a while; then wiggle them gently!
