i have to write a letter of recommendation for my sister but i dont have no clue on what to write or what it should consist of

Don'ts: Begin "To fellow rapper it may concern, To Hymie it may concern." Usually, unless you're going to make a specialty letter for one occasion, begin "To Whom it May Concern," and talk about her organization abilities, a very desirable general personal attribute. Throw in some introductory material about her accomplishments (was editor of school newspaper, maintained a 3.0 grade average, and worked part time all in her junior year) followed by a particular accomplishment that stands out in your mind, whether it was really something glorious or a volunteer organization she belonged to that helped people with special needs, and fill in with a few general statement about her stability/responsible behavior.
Your 3 min. ago note: Same, but begin with a different address than "To Whom it May Concern;" maybe In Regard to the Character of ... with the names/positions of the administrators who should receive the letter noted above as a letter wizard would place it for a business letter.

What program is she applying for? What type of qualities does her major need? Can you give an example of her that fits the qualities that the major calls for?

OK think about the questions that I stated for you. Tell about her experiences, and how she rose above them, state how her knowledge of fashion, where it began, so on and so forth. Next state why you are qualified to write this letter. (I would think that she would want to ask a teacher or someone she worked with to do this, because a letter of recommendation should come from someone that can also speak to her academic potential or achievement)

Second Paragraph -- In the next paragraph provide a more detailed evaluation of the person as an employee. Describe his or her performance on specific assignments and list any important accomplishments. What are the individual's strengths or shortcomings in the workplace? What was it like to interact with him or her?

just don't start out with "It is my pleasure to recommend..." Be creative with the opening line. It is the hook. Something like "An employment opportunity at XZY Widget Company is a rare privilege, and it is a rare person that will be selected. Let me tell you about..."
