The rule is this:
When the salutation is 'Dear Sir' close your letter with: Yours faithfully
When a name is known, Dear Nigel/ Mrs Jones, end with Yours sincerely
Closing a business letter can be dependent on the business and if the 'other side' is a long standing client. Kindest Regards, or both above still apply in this regard.
Yours Truly could be used for legal correspondence.

Faithfully shows a religious leaning that is improper toward a stranger. I use "Sincerely" or "Sincerely Yours" to close such a letter.

Faithfully if you don't know their name (Dear Sir/Madam), Sincerely if you do know their name (Dear Mrs Fraubucher).
It matters not weather you have met them before or not.
