spend alot of time with it
patience is the key. do'nt yell or talk loudly
keep room quiet and read to it to get used to your voice. try the step up method and get it to step up on to your finger. if it bites do not pull away just say no strenly. no punishing except a mister bottle.

In time.
Start by reading a book out loud to your budgie, this will allow him to get used to your voice and see you as not a threat.
Offer him food through the cage bars this will help him see you as a source of food and a friend.
Then open the cage and offer him food directly, he may be panicky at first but he'll calm down.
Then gradually teach the step up command, this will teach your bird to step up on to your finger without biting, expect some biting at first.
Then in time your bird will enjoy coming out of the cage, and playing with you.

Stay in a quiet room and make sure that you're the only one there. Let it sit on your hand and stay still, so it knows that you won't harm it. Talk to it. Feed it. Have fun with it. Do this for about 20-30 minutes a day.

well first put it in the cage an cover it with a cloth so that it could get used to with ur voice an the other way is put ur hand in well close fist not open, an then put it on the sholder an teach them not to bite by usin a fist to let them noe ur the boss around here

Well, I would say perhaps trying to show them that you aren't trying to attack or harm them. Place treats in your hand and let them come to you.

Never try to grab a budgie, for their enemy the condor or something tries to grab them and they will fear you.

buy some sprays of millet at the pet store. Pin a piece to your shoulder. (Put a cloth on your shoulder first if you don't want poop on your clothes. Birds associate food with love.

lots of patience. with mine i open the cage door and then ignore them. then when im on my computer or reading they just come right up and try to distract me. eventually they will get curious and want to make friends with u.
