In cap highlighting they put a plastic or rubber cap on your head and pull your hair out through tiny holes in it. Then they put the highlight color on the pulled out hair. In a foil, the hairdresser "weaves" through the hair the pull out strands, adds the color to those strands by putting the hair on a piece of foil (some use papers) and folding the foil in half. Both methods get only certain hairs for that all over highlighted look. I prefer the foil method because with the cap there is a slight space left under the cap on each of the highlighted hairs that makes it looks like you have root growth even when you've just had it done.

If you're looking to add more blonde all over, you should go with cap highlighting, a.k.a., frosting. It adds a lot of blonde, but not the same way bleaching the whole darn head would. Foil highlighting is more for selective coloring, or, in other words, a few little blonde streaks or chunks.

Cap highlighting is when you get a bowl like thing put on the top of your head and they pull your hair through that. I t is EXTREMELY PAINFUL. Foil highlighting is a much better option because there is no pulling and it looks just as good.
