harrassment is the continuing of unwanted attention. If someone is doing something to you that you don't like, but when you tell them you don't like it, they persist...that's harrassment.

Harassment can be anything that makes you uncomfortable. I say "can" because you need to be honest and really assess what you are feeling. If someone is making a point to annoy or insult you it is harassment.
If someone made an innocent comment it is not.
I went to the movies once and while I was waiting for the concession stand girl to get my change (she was having trouble getting the right bills out of the till) I said I was just testing to see how coordinated she was. I thought it was a light-hearted joke to relieve her stress. She handed me my change with her terribly crippled left hand. I hadn't noticed her hand. I felt absolutely sick to my stomach. There was no way to convince her I hadn't noticed. Could she have thought it was harassment? Yes! Was it? No.
Another time I was in the Alaska Airlines Board Room (member club). I was getting up to leave when a very nicely dressed beautiful young black woman approached me (I'm caucasian). She was dressed in a navy blue pant suit, just like the ladies who worked there. As I stood I offered her my used coffee cup and snack plate. She said, "WELL". She was clearly angry. I didn't realize that she didn't work there, she was also a member and she just wanted my seat near the TV. I apologized but she wouldn't accept. Did she think that was harassment? Yes! Was it? No.

In general it's if some one is bugging you, IANAL but legally it can be 1 of 2 things, either someone is treating you bad, or someone is treating you differently in a negative way, then they are treating others, but there is more to it then that, it has to be based upon something like race or sex, it can't be that your boss is treating you bad because you are not performing well at work.

If the person is constantly bugging you and it makes you uncomfortable, obviously he's harrassing you.
