The best practice is to engage it after you shift to park and before you let off the brake. Whether the car is running or not is not of relevance.

If you are in neutral or park it shouldn't matter because the engine isn't trying to move the car. Shouldn't matter with any make.

no you can use the parking brake at any time except for when the car is moving

Does not matter, just don't drive away with it on, can be costly to repair.
