Yes. It's hit and run on state and/or city signs.

Intent is 90% of any conviction, or it has been in the past. If she left not wanting to pay for the damage because she thought it is insignificant, she is guilty as sin. Let's say there were piles of snow all around, if she hit the sign, but thought she hit a pile of snow, and then did not stop, but intended to check the damage to her car when she got to work, not realizing she hit the sign, then she would probably be found not guilty because her "intent" was not "sinister." But, they tell me intent is used less now, if you did it, then you are guilty.

It is illegal. She will probably only be responsible for paying for a new post.

However, you gotta ask yourself;is it worth points on your license to turn yourself in? Insurance increases?
What if they charge her for labor costs to put in the post?
Who is gonna know?

Five years ago I would have said pay for the post but with the government in the mess it's in they might charge her several hundred dollars and never fix the sign anyway.
