It is against credit card policy for a store to charge a minimum, fees etc for using a credit card - no matter where you live.

It is against some state's law's to charge fees when using a credit card.

Report the violation to your card issuer.

Then report it to Visa, Master Card, Discover, etc. - which ever card that you were using when asked to pay a minimum or charged a fee.

no, but against agreement signed by merchant and credit card company, merchant must accept all charges...at least in our agreement

I don't think so...credit cards are out to make money.
