That would be the word "no" - I think this word is universally understood just about everywhere. Much more so than yes. Hello or hi would probably be a close second. No also happens to be a word that many children learn as one of their first words, right up there with mama and dada.

I believe it would be "eh". Diplomats and translators use it all the time when they can't think of the next word to say in English.
