Dealing with neighbors is a nightmare. First, try asking them nicely. Make a video tape and show them how annoying this is. Offer to split the cost of having the dogs surgically debarked. Personally, I'd move before I'd live next to a neighbor like that, but sometimes that's not an option. I have a neighbor who goes to work early and slams his car door shut outside my window every morning. I've padded the glass with those closed-cell foam mats they make for gym flooring and keep a noisy fan or wind machine on while I sleep. That helps a lot. If your closet is big enough for a bed, I'd even consider sleeping in there!
Sounds like you've taken the high road so far in a very frustrating situation. Some fools recommend killing the dogs, which is ridiculous. It's really not the dogs' fault and killing a pet dog is a felony in most states, especially if it's on your neighbor's property. Bad neighbors are big on retaliation. If you kill his dog, who's to say he won't burn down your house? And his next dog might be worse. If you're intent on committing a crime, kill your neighbor instead. (Just kidding!)
Most areas have noise or nuisance laws - sometimes calling the cops can help, sometimes it can make it worse. And since it's after 7 a.m. you'll proabaly get no help from the cops or the courts at all. Animal control will only seize the dogs if they are abused (ie, no shelter, no water, no food, etc). If you don't mind risking a war, get witness statements from your other annoyed neighbors. If the cops won't help, I'd try calling your local TV station and see if they want to do a human interest story on lousy neighbors. Show them as much documentation as you can, pictures and a log of how many times you have called the cops and gotten no help.
Hmmm... Make an audio tape of the dog barking, call your neighbor (from a pay phone!) and play the tape really loud at three in the morning?

You say it only lasts 5 mins? Tolerate it - it's no big deal. Dogs bark and that's that. Deal with babies through the night for a couple of years and then you'll be grumpy. You can't force a dog to stop barking and to the people with cruel answers go and crawl back under the rock from whence you came you savages. You're still asleep at 7am? You must have such an easy life. Do you work? I'm up at 6am every day to deal with my children, take them to school and then go to work so lighten up! There are far worse things in life to complain about. Move to a cave somewhere maybe. Note to XBL GENIUS - you ask people's opinions on what to call your puppy so you sound like such an animal lover so why did you give your answer above which is sick and twisted. Genius - I think not.

Checking to see if there is a noise ordinance would be the first step, and that also would depend on where you live. Usually within city limits, there is a curfew for noise and there are also decibal ordinances. Know the law for your area first. Once you've learned that you do have some recourse, contact your neighbor in a friendly letter and let them know what you've discovered. Let them know that if there dog's barking isn't under contorl, you'll contact animal control and/or the police. Don't do it verbally, because it could end up in an arguement or a bunch of "he said/she said". Besides that, having it in the form of a letter gives the authorities proof that you tried to handle this in a friendly manner [make sure you keep a copy of the letter, too]. If the dog still barks, contact the authorities and let them deal with it.

If you live in the city limits, call Animal Control and lodge a complaint against them. AC will cite them. Also you might want to call animal control and check what the dog limit is in your city. They may be over limit. They may also have a breed that is banned by the city. Animal Control can tell you all these things.
AC is usually overseen by the Public Works Department. If you don't get any satisfaction lodge a complaint against AC with them, but know who you spoke with at AC. You could also call your council man, city manager or even the mayor. You can also write a "Letter Yo The Editor." These dogs should be classified as "nuisance" animals.
No animal that is a pet should be outside 24/7. They are pack animals and need to be with their people.

I have had the same problem in the past, I too was advised to send them a nice letter, asking them if they would try to control the dogs, wrong wrong, wrong, I was then subjected to verbal abuse, threats to my life, the local authorities did very little to help,
I just hope you fare better than me, I ended up moving!!

go to court, as all expences will be awarded in your favour,,tell your neighbour that you have no problems with dogs,,but you do have a problem with your sleep being interupted constantly,, explain it would make no difference what was making the noise but it has to stop

wait till the dogs go out,then detonate at least 3 tons of TNT outside their house...sadly this means the end of your house and everyone elses in the road,but the barking will stop.Deffo.
