I have 3 children, 2 girls (16 & 14) and 1 boy, I told the girls when they start grade 9 that they could wear make-up. I let them wear make-up only at home that way I could give them some pointers on how to wear certain make-up and they do just that. I have one in high school already and she really is not interested in make-up but the other is starting high school soon and she cannot wait to wear it everyday. So I believe when they start high school.
These days you have to keep them looking there ages.

My parents let me have make-up at 13, but I didn't use it till I turned 14. I think anytime she thinks she's ready after the age of 13 is an appropriate age for make-up.

i believe the appropriate age would be 15-16

It isn't the age which should be used as a determinant as when to allow the wearing of make-up, but it should be the level of maturity...and whenever she reaches such a point then that should be considered.

Well if you mean like..decked-out in makeup (maturely lol) and not just lip gloss (because that's worn by most girls starting at around age 10 or 11 - I'd say probably 14.

Start of easy with colored lip gloss and mascara at 13. Then when she hits high school let her pick out what she wants

My mom started me with mascara and cover stick in 6Th grade, then - in freshman year of high school, she let me wear concealer, eyeshadow, and lipstick. But that is just me- your the adult, you determine what is the limits, and what you deem to be acceptable.
