It depends. If it was a very laid back interview for a very laid back application process, than a formal email is appropriate (none of that. 'thanx for the chat. It was gr8'). However, if the interview and the interview process was pretty formal or cut throat, then definitely send the letter. It shows that you put effort into typing it up, sending it out. It's much more personal, and shows that you are very interested in the job, since you care so much to take the time to send the letter.

It is NEVER acceptable to send a TY note (for anything) by email. TYs should be hand written on heavy paper or cardstock. TY cards are not expesive and can be picked up at any Hallmark or other card store.
As long as the interview was in your local area, it shouldn't take more than 2-3 days, if that, for the person to recieve it.

If they requested your resume' be submitted by e-mail, then I think it's okay to send thank you by e-mail. But maybe send it by both, e and snail mail.
I don't think a thank you letter will necessarily make or break an interview. I phoned my current employer as the 'thank you' and I still got the job. But I thought that he was looking to hire very quickly, so it was an exigent circumstance: I didn't want him to hire someone else while my thank you was still in the mail. I guess, in short, do what you feel is right in your situation.

Personally, I would send one by regular mail.
Speaking for myself, I would like the actual letter - one that the interview candidate took the time to write and send.
Your actions may depend upon whether or not the inteviewer is comfortable with e-mail and electronic communication.

Yes, absolutely. In fact, in this modern day and age when email seems to get far more use for correspondence than snail mail, it is excellent practice to email a thank you as soon as possible after the interview.

It is acceptable,
However a paper correspondance is better written and sent the same day as the interview. Dropped off at the office or mailed.
Good Luck getting the Job!

No, you should just thank them at the end and beginning of the interview, but not an email

Either way is appropriate; and might get you the job; if the successful candidate fails or declines the offer.
