You should check your lease to see what it says about repairs to the inside of the apartment. Then write to the landlord and request a mold inspection. If he refuses, then you'll have to call someone to come in and check the mold out to see how severe it is and what kind of damage it's been causing. There are very few things you can do to break the lease early without little penalty. If the mold deems your apartment completely unlivable, then you may have an out. But first thing you must do, is talk to your landlord. They may be understanding and willing to work things out with you to avoid any negativity with future tenants.

First of all keep a copy or record of everything that you do.
Find a copy of your states landlord/tenant laws, many states offer them online or you may be able to find them locally, and stay within those laws and guidelines. I know here in Missouri you can get a copy from the Sheriffs Department.
Notify your landlord of everything that you do, and contact the health department. Here you can legally withhold paying rent until all life threatening repairs have been made without being evicted, however on the same day that those repairs are complete you must pay the held rent in full.

Seems like you either don't or can't move out. Mold can kill you. Get out of there, go see a doctor. If you have been effected by the mold in a medical way, sue...Landlords have responsibilities just as tennants do. I would not fool around with it. I would move and see a healthcare professional.

Draft a letter to the landlord. CC the village building inspection department. Send a copy to both parties. If your landlord fails to fix it then follow up w/ the village inspector. And if you did not receive a mold/lead paint disclosure then those are grounds for a lawsuit!

I don't know Ca. laws but I would say take pictures of the damage, have phone records of the calls you've made, most lawyers will do a free consultation

call your local health department and report it to them. tell them exactly what u have said here and they will give your manager a certain amount of time to repair the problem properly and if doesnt then they will fine him and condemn the property and the manager will not only have to pay for storage fees of any and all property he will have to pay for hotel fees for however long the health department keeps the home unihabitable.
