I am responding as a brick and mortar travel agency owner (one who has an office). Many travel agencies no longer sell airline tickets because the airlines no longer pay us a commission and now if fact, at least one airline wants to charge us a fee for selling their tickets. To compensate, all travel agencies now charge a ticketing fee and it may be at much as $40 per ticket and more.

Also travel agencies, at least in the U.S. do not buy blocks of tickets -- it is not feasible to do so.

With that said, I would suggest going directly to airline websites. One advantage of airline websites occurs if the flight is overbooked. The first to get bumped from a flight are the lowest value tickets that are purchased from a website that is not airline operated.

And we are seeing some outstanding occupancy factors on flights -- it could be as high as high as 90-95% this summer. Europe is almost sold out in coach class through October from some cities.

You would save more if you purchased your ticket from a travel agency because they buy tickets in bulk and are able to offer it to you at a cheaper price that the direct airline company.
Also, nowadays there are many travel websites that offer good deals if you book together with a hotel or a car.
I would suggest travel websites but I'm not sure which country you live in.

The answer to your question is yes you can purchase only airline tickets from an online travel agency. Please visit http://www.ytb.com/godsgirl2travel Once there just click on the link that says "flights only". You can then enter your information and pick the flight and price you are interested in.
Hope this helps.. And enjoy your trip

You can buy just plane tickets. They can sometimes save you money, if they have access to blocks of fares bought at discount.

Call around and compare prices, and check online.
