If you are doing this on a budget I would suggest a Norman 1200w/s 4 head kit strobe kit. In terms of backdrops you can get really creative with drapery as well as cloth which you can purchase from the fabric store. However perhaps you will be doing most of your shots on location and in this case I would suggest getting a Q flash. Parabolic flash strobes produce a somewhat softer and more realistic light.
As for which camera system to purchase it all depends on your clientel. I would probably purchase a Canon 1ds markII. However this camera is pricey and if you are really budgeting you can do what I do, I have a hasselblad 503cx and a high end film scanner. Living in a large metropolitan area I can get my film processed in 3 hours and have it scanned not too long after. This process especially when I utilize 50 or 64iso film allows me to tightly crop into images and enlarge better than when I am at work shooting with the Canon 1d, and cropping and enlarging in photoshop which on occasion requires me to interpolate the image and thus affect the final output. Anyway there are pro's and cons to each side. Since it sounds like you are new to commercial photography check out KEH.com. Buy used, you will probably go through a few cameras at first until you find something that works for you and your clients.
