Pep Boys, Advance Auto, Wal Mart, K Mart should have kits that you put the lettering on a colorful license plate. Or you can go to a car show (Custom Car Show or any local car show that will have vendors that can make and sell you one).

Many malls that I have gone to have booths where a guy will airbrush anything you want onto anything you want! there might even be a stand that specializes in license plates!!!
