This person is going back to mainland China, and will be returning her EAD card (or else apparently she will not have "OPT option")

The process is extremely involved and it depends on the type of visa the employer is seeking and the alien's qualifications. There exists a whole host of working visas, and each has different criteria that must be met.

I suggest you read up a little bit on the different visas at www.uscis.gov.

By the way, she needs to keep in mind that her EAD card for OPT will not allow her to re-enter the United States, so once she leaves, she will need to apply for a new visa before returning.
