ug, it's HARD!!!
I've had the most luck hiring moms getting ready to go back into the work force, or bright high school graduates that aren't going to college.
I've had the worst luck with women who've been managing their own households for 20+ years (read: over 50 crowd) because they tend to want to do things their own way, and not stick to office procedures.

Depending on what you want that person to do, you can often find good people working at places you frequent. Give out business cards to people who seem "people friendly". People with great attitudes can be trained. Putting up with competent people with crappy attitudes is a fun killer.

I've had success with giving my card to service industry employees who do an exceptional job. I look for people who smile, pay attention, look sharp and say "thank you."

Try a temp agency. They will have job evaluations of the people they use and will able to find you a good fit.

Tell them the interview will last a week which includes working for FREE for a week. Not only do you get to see how they work but also a week of free labor! lol
