Are you looking for three dimensional views? If you are just looking for plan views of the rooms and want to move furniture around in it then use Paint. Paint is free on every Windows program and easy to use. Just figure out a scale to use like 12 pixels equals a foot and draw the room and furniture the same scale then move them around. I have done this several times for different rooms in our house.

You're talking about an architectural CAD program. Such graphic room / house design programs are market aimed at building contractors and architects : people who make a lot of money in their professions.

Your chances of finding free CAD programs are slim at best.
