Over the top leaves more room for grabbing the paper. Dropped from behind puts the paper too close to the wall. Toilet paper manufactuers clue us on this one by putting the best side showing when the roll is over the top.

I prefer over the top, but I have found that the roll is safer from my 2 year old when dropped behind (can't get as much "spin" as when it is in front).

Over the top so the pretty side (if there is one) shows. Also if you lose the end, a quick slap to the top will spin it the right way to get it started again.
