I understand, I have MS and have the same problems with heat. I bought several products from online companies that you put in the freezer before you go, and wear during the heat. They last 6-8 hours, depending which kind you get. They do keep you cool! Some are neck wraps, some are body vests, there are all kinds depending what you would feel comfortable with. Good luck! The neck wraps especially were not very expensive.

Make cloth bags that are long enough to drape behind your neck and fill them with uncooked rice and seal the end (leave enough free space so they are not too stiff). Make at least one bag for every hour you are going to be outside. Put them in the freezer until the day of the concert. Put them in a cooler and take with you. Drape a bag behind your neck. They don't weigh much and cool you down amazingly well. They can be re-used indefinitely and make great heating pads as well. Just pop them in the microwave for about 3 minutes.

a friend wore vests that had something like ice-packs in them, except they weren't really ice packs (not 32 degrees but warmer) they were specialized items. she had MS which has a medical aversion to heat and this helped her. they were very expensive.
keeping yourself wet and in moving air is the best idea. your hair and everything wet, wet, wet.

All of these are excellent ideas and can be combined. I have a suggestion that beats the pants off the wet rag, though. If you have long hair, bunch your hair up against the back of your neck with ice cubes tucked into it.

Drink plenty of water. where a hat or something on your head. Keep a wet wash cloth around your neck.

sunscreen and shade is the best ya going to do, drink lots of fluid, salt fluids like sports drinks like gatorade, besides that good luck.
