one of me mates said some thing about arms house and when i asked him he just started to laugh ............ i think its some thing to do with east london

I think you mean almshouse... (which is pronounced arms house)

These were old homes in which the very poor were housed in 19th century Britain. They were charitably funded, and were quite common in Victorian London (and since east London was and still is by far the poorest part of the city, they were mostly round there).
