I am trying to buy a used car and the carfax report showed Not Actual Mileage title in 2004. however, the mileage seems to be consistent since 3 months before the NAM title was issed the mileage was 3000 miles less. according to the seller, the title was transferred because the original owner passed away. therefore, i am wondering if it's common that this happens during inhertiance transfer.

It has nothing to do with the inheritance. It probably happened because someone marked a box that they did not understand during a previous transfer.

If the Not Actual Mileage box was checked (in error or not), that info will be added to the next title, and will not be questioned at the time it is submitted.

No, it means that there was a discrepancy in the odometer reading either when being titled at some point in the past, or possibly following the issuance of a state inspection sticker. It has nothing to do with the means of transfer.

It became likely purely examine incorrect. I had this sort of and when I titled it in yet another state, they took the caution off reason there became no reason to trust the mileage became no longer properly acceptable

More likely to be a book keeping error or attempted fraud, it has nothing to do with inhertiance
