Well....I'd purchase cinnamon oil (not used for scenting, but the kind that is ingestible) -- perhaps from a place like 'wholefoods' or some other local place that would be equivalent.
Put the oil in a small dish, then place the toothpicks inside to 'soak' / marinate. Hmm....perhaps over night?
Then tomorrow - voila - instant cinnamom toothpicks. Right?

Put some water, sugar and cinnamon in a pan and heat. Stir until sugar desolves. Throw toothpicks (I would suggest using ROUND toothpicks) into mixture and let set for 20 - 30 minutes then remove toothpicks, and place in a strainer. Drain excess liquid and separate toothpicks on a sheet of plastic and let dry. Some place them in the Microwave to assist in the drying. (oven could be used too but make sure to use aluminum foil rather then plastic if you go with that method)

Mix sugar, water and cinnamon with some tooth picks. Let is sit for a few days.

Drain the water and let the toothpicks dry and presto: cinnamon flavored toothpicks. Works good for gags too.

They make cinnamon oil- it comes in a tiny bottle and you just dab a little bit all over the toothpick.

When I was a kid, we used to take toothpicks and soak them for an hour or so in stuff that's like food coloring but it's flavoring. I'm not sure if this is what you meant but I hope it helps!

my dad used to melt those cinnomon candies in a glass of water then he's soak his tooth picks in them and let them dry out. don't know if that's how the big guys do it but it worked for my dad
