You should sand it and then use a good primer on it before you paint it or the stain will bleed through the white paint.

also very important if you have knots in the wood you will need to get this stuff that you paint over the knots, otherwise they seep some stuff out and eventually this makes its way through the paint and leaves brown stains which show up lots on the white.

you need to give it a sand down with a fine to medium sand paper then clean it down with a white spirits and a damp cloth to remove the dust and any surface grease. use a wood primer suitable for the type of paint you want for your top coat, a good diy store will be able to advise if your stuck. best to apply two coats of undercoat if the wood is stained dark. give a final rub down with a fine sand paper (after primer fully dry!) then another wipe down with a cloth before applying top coat, this should give you a perfect finish, happy painting!!!
ooh yeah don't forget to let it dry after wiping down with cloth and white spirits before you apply the paint!!

I suggest you go take a long hot bath.
The sick urge to paint the banister will have completely gone by the time you are done.

Use a primer \9 i reecomend Killz) and then paint it. Also make sure it's nice and smoothe before you prime, sand it if you need to to make it perfectly smooth.
