i don't get it.

If by emancipate you mean freedom, or liberation it is the inherent quality of all people to be free. Civilization is not an act of liberation or freedom it is rather an act of restriction, in order to set forth behavioral guidelines within a social order. The word itself should give you the clue, Civil as in concurrent with the social order or obeying the laws of local authority. However, human beings are the only creatures who create many of the laws they follow. Other creature obey and follow natural laws that are outside the civilized norm for humans. Unfortunately our ability to think, and reason make us smug and arrogant as if natural laws do not apply, or are beneath us. More is the pity.
True we are confined to live within a certain social strata, and to some extent it is necessary in order to keep us from killing ourselves as a species. I believe however, that our growth as a species is not and should not be based on technological, theocratic, or so called civilized idioms. Rather it should be based on our ability to live as a part of nature, realizing always that it is not possible to rise above it.

Emancipation takes an effort of will on the part of the people. It is not random or given freely.

Civilization just makes for more subtle sins, and an opportunity to cover them up for a while, but we are as bad as ever.

Some try, that's for sure. Freedom has inherent flaws when under control of evil.
