AI is not permitted by the Jockey Club but stud purposes are not the reason behind the efforts to save Barbaro. The extent of the injury to his hind leg made it very improbable that Barbaro would ever be able to cover a mare. All efforts are being made for him because he is a Kentucky Derby winner and beloved by those around him. From the beginning the owners have refused to talk about a possible stud career, hoping only that he could walk and have a natural, pain-free life.
ETA: Most major Kentucky farms now have video surveillance of the stallions covering the mares and they keep the videos in the event of a Jockey Club audit. Also the Jockey Club can send agents on suprise investigations to observe whether farms are following the rules. With the media attention Barbaro's injury has caused there is no way the Jockey Club would not investigate if he started breeding.
The exact rules from the Jockey Club regarding artificial insemination are as follows
To be eligible for registration, a foal must be the result of a stallion’s Breeding with a broodmare (which is the physical mounting of a broodmare by a stallion with intromission of the penis and ejaculation of semen into the reproductive tract). As an aid to the Breeding, a portion of the ejaculate produced by the stallion during such mating may immediately be placed in the uterus of the broodmare being bred. A natural gestation must take place in, and delivery must be from, the body of the same broodmare in which the foal was conceived. Without limiting the above, any foal resulting from or produced by the processes of Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation not herein specified, shall not be eligible for registration

cool c that is incorrect...it is *not* about the money. The money involved in using AI is more than natural service. With thoroughbreds they MUST breed live cover...if they are AI'd they cannot be registered.
And, having handled other breeds - every time you breed a mare it's a risk of things going wrong - a horse getting hurt, a person getting hurt, etc. A horse that is breeding 4 mares per day can breed once, be collected and have that divided and breed four mares....that's three times he's *not* risking getting kicked, the mares aren't risked getting hurt, the people aren't at risk getting hurt. But it doesn't matter if the registry doesn't allow AI which the TB doesn't. If it was about the money those $100k each horses would last a lot longer on AI than natural service. 10-20 mares a day vs 4-6 - times $100k each which makes more money. Think about it.

Just because the rules state that it must be done naturally, doesn't mean that it always is! Some breeders will do anything for money & vengence, including artificial insemination. As long as the paperwork says he's the stud, no one really cares how the sperm gets from point A to point B. That's why they need to save his legs...to keep up appearences! I've seen trainers dye & paint studs to look like the one on the paperwork, just so no one finds out they were artificially inseminated. I have also seen them change the lip tatoos with disappearing ink! It's a funny business!

According to the racing association, thoroughbreds bred to race HAVE to stud naturally...they do not allow artificial anything...so yes, Barbaro is being saved as a stud.

Look for a stallion to compliment your mare. So if you want the baby to be a good all around horse to do western, english and a little jumping I would look for a stallion that has the athletic ability to do those things as well and be stronger in areas your mare lacks and your mare be stronger in areas the stallion lacks. I get tired of the anti breeders on these boards, there is nothing wrong with wanting to breed you mare. Enjoy the whole process from the research of the perfect stallion for her to the anticipation of the foal.

If you are breeding thoroughbreds to race they must be registered with the Jockey Club and in order to be registered with them the horse MUST be bred by a live cover.
They will not register foals bred by atrificial insemenation.
THey have no plans to allow AI breeding in the future either.

The reason why they stud them artificially is all about the money. With one full ejaculation from a male horse, they could impregnate more horses, than if they allowed him to mate with one mare.
It's always about the money.

No. They are saving his legs so that he stand and walk to lead a normal life. Horses really don't do well without their legs.
