I don't know what you mean by 'on the tube' but if it has anything to do with leaving a dog in the car then that is why. That temperature can fry a dogs brain the same as frying a babies brain if left in the car. But if you have a dog outside, you have to have a dog house in a well shaded area so the dog can stay cool. Make sure it has plenty of cool water and food at all times. Sometimes when it is very hot, dogs will not eat which will cause the dog to lose weight and if someone reports this to the Humane Society this can be interpreted as neglect and you can be fined or imprisoned for this.

Because YOU have a choice to go into the 120 degree tube. Your dog does not.
What make sus different than animals is that we (allegedly) know the difference between right & wrong. However, we humans don't always exercise that skill.

You can get off the tube, and go and cool off. But animals have no way (apart from biting you) of telling you they are too hot. How would you like to be kept in a really hot place wearing a fur coat that you can NOT take off?

Because you choose to get on the tube...ask your dog if he wants to stay in a locked car and he'll probably say 'no'.

Because tfl knows that we're suckers who just grumble to ourselves and don't do anything about the disgusting conditions.
I (and i expect you) don't have any choice in the matter... unless I decided to make a home for myself under my desk and never see my family again. Hmmm, it is quite roomy under there, maybe I could get an en suite put in...
