What is the frost level in the Seattle area or where can I find the same?

If you're asking about frost below the ground, Seattle doesn't have a permafrost, so there is no level. If you're talking about frost above the ground as elevation in the mountains, it depends on the season. During the winter, the frost level can be ground level. During the summer, it can be at thousands of feet above sea level.
