I think a werewolf would win because it would have the animal instincts of a regular wolf and the larger brain capacity of a human as well.

i think a werewolf would win because he can stand up and use his hands to punch the regular wolf right in the face. he could use his legs to kick him really hard in the lungs. he could even pick up the regular wolf and throw him really far.
