If I am reading a newspaper article and I want to extract text easily I would like to be able to take a picture of the page and then have that JPEG file scanned into an OCR application to convert to editable text.

just scan the actual page...most professional scanners have built in OCR software

Go to the paper's web site, cut & paste into your file.

Otherwise, scan the page directly into the ocr. Why make a jpg file??

well, can always make a selection and then copy and paste, but in your keyboard there's a key call pintScreen is gonna take a picture to the whole screen then copy that in paint and save it like a .jpg alright
