If its not a virus or spyware, it is most likely a monitor or video card issue, do you have another monitor to test on this computer?

It seems you may need to adjust the size of your monitor. Try clicking one of the buttons on your monitor and scroll through the menu until you see a box with ↔ in it. Use the select button on the monitor, and either turn the knob to the left or use the negative button, depending on your monitor. You'll have to move the screen over with the item that looks like a box inside another box to the left or right of it. After all of that, I would try to use the degauss to see if that would make it stop bouncing. It looks like a magnet in the menu.
Hope this helps.

Many times your monitor will have a factory reset button. If so, try that. It will change the settings back to default. If you don't have that or it doesn't work you can see if you can use another monitor to test with, this will help you determine if the problem is with the monitor or the video card. My best guess without knowing much more would be that your monitor is dieing.

Heres some easy ways to speed up your computer! Check for problems as well to see what's going on with your XP updates with these programs. Virus's generally attack the anti-virus program to remain undetected by your running program. It truly sucks but the checkups will help you with any virus's and spyware.
Run the spyware and virus programs. Download system mechanic for the 30 day trial. You will love it!
Good luck! For the spyware scan and virus protection free try any of these :

It could be that your monitor is failing, if the image constantly moves around or shakes. You could also try using the on-screen display (usually activated by buttons on the monitor bezel) to resize it.

Its just the monitor position settings! If your monitor has a wheel-button control, perhaps something is pressing into it to alter the settings?
You just need to adjust the vertical and horizontal position/panning.
