Cairo, Egypt. There was so much dust there that I felt like I had smoked a pack of cigarettes in 3 hrs! Not to mention how blood shot my eyes got and all the soot on my skin after just being in the city for a day.

You are right about Philly. Central area, the businesses pay extra tax for special treatment. The rest of the city is neglected even with the high taxes we pay here.
