Depends on how much you want to spend. The brand names that are rated best for safety are Buick, Honda, Hyundai, Kia, Toyota, and Saturn. They're all good for reliability too, but the top three for reliability would be Honda, Hyundai, and Toyota.

A Subaru. Just about any model, most years (though an Impreza sedan or hatchback is a good starter--hatchback if you're in college and will be moving into dorms, etc).
They're built to handle all kinds of wacky weather and terrain, have excellent safety ratings, and are one of the most consistently rated year after year for consumer satisfaction according to Consumer Reports (a nod to the Toyotas, because they're up there for consumer satisfaction, too). They're economical, solidly built, sure-footed, fun to drive, and VERY useful for all kinds of things, especially if you like to get out there and DO stuff.
Seriously, in New England (specifically Maine, where I'm from), the weather is crazy and the roads are iffy at best, and EVERYONE has a Subie, frequently ones that are ten years or older, because folks just *hate* to give them up, and they just keep on going.

Something like a Toyota Camry. I just saw a thing on the news about this and that was one of the cars mentioned. It's got enough power to keep up on the highway, but safe enough for a new driver.

Toyota Camry/Corrola. Not terribly expensive, safe as hell. In case you do get into an accident, they have fantastic customer service, including roadside assistance

I really like the new Ford Fusion. They look good, and are plenty safe. Plus, if they still have it going, if you buy one, Ford pays for your gas for a year. Pretty good deal.

Honda accord... I love mine and it has something like 6 frontal airbags! Plus, they are so reliable and get excellent gas mileage.
