Any body can give me a help over how can I get permission to go anywhere as a human refugee with my family fleeing sectarian war in Iraq?

You need to apply to the United Nations High Commission of Refugees. The UN has a list of criteria that qualify a person as a refugee. Economic refugees are not encouraged.
If you have marketable skills and resources it may be better for you to try and emigrate legally to another country. There are still refugees from Rwanda in camps all over Africa, that are in a refugee time warp.
Your best bet is to get into a nearby country and then apply from there. Some country's have better facilities than others for refugees.

As I told you before, you need to check with the UNHCR office in the country where you are living, or at their headquarters in Switzerland.
