DV is better. DV is a 13:1 compression ratio, and each frame is compressed separately, so it is editable. MPEG2 compresses at a much higher ratio (lower quality) and also does intraframe compression to make it even smaller. DV is good enough to be used as a master format for independent films, MPEG2 is meant as a final format. DV is good enough that it is worth getting a three CCD camera if you really need better quality than generic consumer cameras.

As a previous poster said, DV is better. Both DV and MPEG-2 use compression, but DV compresses individual frames only. MPEG-2 additionally compresses multiple frames together. MPEG-2 is the compression format for DVDs, DV is for digital tape recording. Professional camcorders use DV. One of the professional DV formats uses the same exact codec as consumer DV camcorders.
