According to wikipedia, " Some birds lay eggs even when not fertilized, and it is not uncommon for pet owners to find their lone bird nesting on a clutch of infertile eggs."

Just like in women, the eggs are created in the ovaries, and then mature (Ok, in women they get flushed out if impregnation doesn't occur.) The rooster is needed for mating, but a hen will produce plenty of eggs without a rooster being involved.

of course yes...rooster is always involved, how can the hen produce egg without mating with the rooster.
