The most plausible reason is that they are too long and need to be trimmed. The second reason is that there might be mites in between the toes.. check there and if you do not see any.. then it is possible that the paw nails are too long

They are probably getting too long, my dog would never let us get near her with nail clippers so she kept them trimmed herself by chewing them.

If he is constantly chewing and licking at his paw pads and toes he has an allergy. If this is what he is doing you should take him to the Vet.

same reasons people do there dirty to long annoying painful if they start to get red or bleed take your dog to a vet.
