A mental disorder.
Bipolar disorder (previously known as manic depression) is a diagnostic category describing a class of mood disorders in which the person experiences states or episodes of depression and/or mania, hypomania, and/or mixed states. Left untreated, it is a severely disabling psychiatric condition. The difference between bipolar disorder and unipolar disorder (also called major depression) — for the purpose of this introduction — is that bipolar disorder involves "energized" or "activated" mood states in addition to depressed mood states. The duration and intensity of mood states varies widely among people with the illness. Fluctuating from one mood state to another is called "cycling" or having mood swings. Mood swings cause impairment not only in one's mood, but also in one's energy level, sleep pattern, activity level, social rhythms and thinking abilities. Many people become fully disabled — for significant periods of time — and during this time have great difficulty functioning.

What is called Bi-Polar now use to be called Manic Depression. It means your either up or down. We all at some periods in our life have our ups or downs, however, people who suffer from this disorder are to the extreme. They are very depressed or they are extremely exuberant. Occasionally, there are periods in between when they settle down and act on a level plane. They need medication for the rest of their lives. Most don't like their medication as it will make them lethargic and feel spacey. Some meds even make them gain weight. If you ever encounter a person who is Bi-Polar, and not on meds, you won't know right away, but as your around them you will notice something is just not right and it will confuse you. They are depressed and their living environment is usually indicative of where their mind is, i.e., home is very messy. Once they are on meds you can interact with them without feeling that you've lost it. I hate to use the word normal as I believe it is vastly overused, however, what is normal to you and what is normal to them is two entirely different things.

Well it depends. I see it as two superpowers dominating the world. As you know during the cold war days the U.S.A and the U.S.S.R were staunch enemies though they never came close to fighting directly.( They came close to fighting in the cuban missile crisis but both of them knew that it was not in their and the world's best interest to fight, more so as both of them were nuclear powers and also advanced in space technology and a war could lead to mass destruction and consequently the crisis was everted). Both of them were superpowers and leaders of their respective blocks representing the capitalist and the communist ideologies. There was even a time when there was a talk of a star war. Both of them were involved in vietnam and the korean wars. But soon they realised that it is in the best interests of world that they come closer and after gorbachev became president he took many measures to reduce tension and hostility. After the U.S.S.R split in 1991 into russia and the other 15 odd independent nations there was only one superpower left in the world.(i.e. The U.S). That's the reason why our world is sometimes called a "unipolar world" whereas before the disintegration of the U.S.S.R it was referred to as a "bi-polar world" as the two powers dominated the world. There are many people who believe that new asian giants like India and China might challenge the Global Supremacy of the yankees in the coming decades and they refer to such a situation as a tripolar world. Have a nice day.

Literally it means, 'two poles'
It could refer to a 'bipolar disorder' which refers to a mental illness that swings between two poles. One an extreme and then becoming exactly the opposite.
