Typically 304 SS cannot be hardened. You can cold work the rod prior to threading but results will be variable. Try another corrosion resistant alloy such as A286, that has a hardness HRC 38 - 43, which could be taken down if required. If you are looking for a standard thread, McMaster Carr sells bolts right from the website and you could cut them to length. A286 (AMS 5732) is corrosion resistant and an excellent substitute for 304 series stainless steel.

AISI 304 stainless steel is not hardenable by heat treatment. Some work-hardening takes place during cold-forging/cold working.
