I don't think it does...but hair can grow on the shaft of the penis in many men who are circumcised. ( because too much of the foreskin was taken away, a very common occurrence)

Wow man, you're really obsessed with foreskin.
I've never encountered foreskin hair on a guy, but if I did, I'd probably suggest that we "just be friends" from there on in.
